West Ottawa Basketball League U12 Rules



Games
Games with the Equal Play rule will consist of 8-10 four minute shifts. For U10 and U12 the clock will stop for foul shots and briefly for shift changes.
Games will continue until 10 minutes before the end of the allotted time for the game. The schedule will be released a minimum of 2 weeks ahead of the 1st scheduled game.

The Home Team will wear light coloured jerseys and Away Team will wear dark coloured jerseys for all games. All West Ottawa Basketball Association players will wear their West Ottawa Basketball Stingers reversible jersey and navy blue shorts for league games. An age-appropriate sized ball, as indicated in the table above, will be used for all games.
Failure to adhere to the rules and regulations set out by the School Boards for the use of their schools could result in the loss of our rental permit. Please help to ensure that does not happen. To maintain a good relationship with the school and custodians:
  • Please use the side parking lot entrance only to enter and exit the school
  • Please do not prop open doors
  • Please respect the school staff at all times
  • Please ensure all parents, siblings, and players are in the gym for the duration of the game. Permits allow us access to the gym and the washroom only.
  • No food or drink in the school other than water
  • Immediately following the last game of the day, coaches are asked to ensure chairs are stacked and the gym is left in a clean and tidy state.
  • Ensure there are no unsupervised children or players dribbling basketballs or running in school hallways.
  • During winter months please ensure boots are left neatly outside the gym door and no boots are worn into the gym
Equal Participation (Fair Play Rule)
Equal Participation is mandatory in regular season and year-end tournament games for all teams. Games consist of eight to ten 4 minute shifts.
This Equal Participation Chart provides useful guidelines to help coaches determine minimum and maximum playing time based on the number of players.The following chart can be used to help coaches adhere to the equal participation rules at all levels within the West Ottawa Basketball League.

All games will be played in accordance with the U11-U12 rules and regulations as established by the Ontario Basketball Association and set forth in the Ontario Basketball 2023-24 Rules and Regulations Manual and FIBA Official Basketball Rules, with the following guidelines:

1. All teams shall have a minimum of 5 players to start the game. Players must be registered and on the team's roster for the season. Please also note that players who are registered and rostered with any club as a competitive player, cannot play on a recreational team.
2. Modified straight time for all games. Clock will only stop for foul shots
3. Games will consist of 8-10 four (4) minute shifts. Coaches must have the players in the next shift at half court ready to come on the floor with 30 seconds left in the current shift.
4. There will be no half-time break, no breaks between shifts and no time-outs.
5. Play will continue until 10 minutes before the end of the allotted time for the game.
6. All games will be equal time for all players throughout the game. Refer to Equal Participation rules.
7. All periods will start in the direction of the possession arrow
8. No 3-second (in the key) violations will be called for the first half of the season. Starting in January, refs will enforce this rule.
9. No full court defense. Pressing is not permitted. Once the defensive team gets possession, they shall be allowed to establish front court status (both feet and ball across the half court line).
10. Person to Person defense rule applies. No double teaming or trapping allowed.
11. No pics or screens.
12. Shooting fouls will be awarded 2 free throws worth 1 point at a distance of approximately 8 feet from the basket for U12 girls and from the regulation free throw line for the U12 boys. 
13. Foul line violations will be explained but not called.
14. If the second attempt is successful, the defensive team takes the ball out of bounds.
15. If the second attempt is unsuccessful, regular play is resumed.
16. All other fouls will result in possession for the fouled team. No bonus will be in effect.
17. Teams will change nets (direction) at half time.


Guidance:
1. Help Defense:
Defensive player leaving their player to help defend their basket should only apply if the offensive player has passed their defender, resulting in a clear pass towards the basket for a score. Where help is provided and basket was not successful, the help defender or the beaten defender must recover and establishes legal guarding position or resume the Person-to-Person defense.​
2. Person-to-Person Defense:
Each defensive player must be always guarding one offensive player.
