West Ottawa Basketball League U14 Rules
Games
Games with the Equal Play rule will consist of 8 four minute shifts.
Games will continue until 10 minutes before the end of the allotted time for the game. The schedule will be released a minimum of 2 weeks ahead of the 1st scheduled game.
The Home Team will wear light coloured jerseys and Away Team will wear dark coloured jerseys for all games. All West Ottawa Basketball Association players will wear their West Ottawa Basketball Stingers reversible jersey and navy blue shorts for league games. An age-appropriate sized ball, as indicated in the table above, will be used for all games.
Failure to adhere to the rules and regulations set out by the School Boards for the use of their schools could result in the loss of our rental permit. Please help to ensure that does not happen. To maintain a good relationship with the school and custodians:
- Please use the side parking lot entrance only to enter and exit the school
- Please do not prop open doors
- Please respect the school staff at all times
- Please ensure all parents, siblings, and players are in the gym for the duration of the game. Permits allow us access to the gym and the washroom only.
- No food or drink in the school other than water
- Immediately following the last game of the day, coaches are asked to ensure chairs are stacked and the gym is left in a clean and tidy state.
- Ensure there are no unsupervised children or players dribbling basketballs or running in school hallways.
- During winter months please ensure boots are left neatly outside the gym door and no boots are worn into the gym
Equal Participation is mandatory in regular season and year-end tournament games for all teams. Games consist of eight 4 minute shifts.

In recognition of the emphasis placed on player development within the West Ottawa Basketball League, all games will be played in accordance with the U13-U14 rules and regulations, applying the U13-U14 ‘Learn to Train’ Rule Modifications as established by the Ontario Basketball Association and set forth in the Ontario Basketball Rules and Regulations Manual and FIBA Official Basketball Rules, with the following guidelines:
1. All teams shall have a minimum of 5 players to start the game. Players must be registered and on the team's roster for the season. Please also note that players who are registered and rostered with any club as a competitive player, cannot play on a recreational team.
2. Each coach is to complete the score sheet before the start of each game and ensure that each player on your team is listed (first name and last initial is fine).
3. Games will be four 8 minute stop time quarters and consist of 8 (4) minute shifts. The clock stops on whistle blow unless otherwise determined by referee.
4. All games will be equal time for all players throughout the game. Refer to Equal Participation rules.
5. All periods will start in the direction of the possession arrow.
6. Drop back/half court rule will apply until January at which time full court defense is permitted. If leading by 15 or more points, the team must change back to the half court rule.
7. Closely guarded will be applied to actively guarding within one metre both holding AND dribbling ball.
8. Person to Person defense rule applies. No double teaming or trapping allowed. Infractions will be called.
9. Three (3) seconds in the key rule is enforced.
10. Picks or screens are permitted. Please instruct players to not move on screens and to keep elbows and knees in. As well, please instruct players to call out screens for their teammates on defense by yelling “screen left” or “screen right” so as to prevent injury.
Fouls:
a. Shooting fouls will be awarded two free throws.
b. Players lining up on free throws can move into the key after the shooter releases the ball.
c. The shooter cannot step over the foul line until the ball hits the rim.
